• As the first phase of the refuse pile is nearing completion, the next section of the
foundation will be cleared of all vegetative or organic material. Topsoil will be
salvaged and temporarily stockpiled. Alluvial material will be excavated and
placed at a thickness of 42-inches on the completed portion of the refuse pile
with excess material placed in the coverfill pile. Topsoil will be obtained from the
temporary stockpile and placed on the completed portion of the refuse pile to
provide the required 4 feet of non-toxic cover.
Thus, the waste pile will be covered with 4-feet of non-toxic cover as
contemporaneously as practicable. Final reclamation will include completion of
the cover material including topsoil and construction of the permanent diversion
and collection ditches. Revegetation will be in accordance with Section 3.9.6.
The seed mixture(s) will be drilled on level areas and on slopes which will permit
machine work along the contour. On slopes which prevent safe or adequate
machine work, the surface will be hydroseeded or broadcast seeded. Broadcast
seeding will also be used for small isolated areas. Dozer tracking up and down
steep slopes or other roughening techniques will be used before seeding to
• establish a better seedbed. On predominantly south and west facing steep
slopes, the surface will be extensively roughened to provide for increased
moisture retention and favorable micro sites for plant establishment.
All seeded areas will be mulched with certified weed free grass hay or straw.
Approximately two tons of mulch will be used on each acre seeded. On drilled
sites the hay or straw will be crimped with a serrated disc or other appropriate
equipment. On steeper slopes and areas where crimping is not feasible, straw or
hay will be anchored down using a tackifier, netting, or a tackifier mixed with
wood or wood/paper fiber. The tackifier will be applied in accordance with
manufacture's specifications with consideration of the type and quantity of mulch
applied, slope, soil conditions and other applicable factors.
M" 2.2-12ii 6/02
