Technical Revision 52 (TR-52): Hydrology Monitoring Plan Changes
Dear Mr. Mathews,
Enclosed aze two (2) copies of an application for a technical revision (I'R-52) to the Seneca II-W Mine Permit
C-82-057. TR-52 addresses the failure of the W-24 monitor we4s in 2003, the installation of the replacement
W-25 wells in 2004, minor revisions to the surface water monitoring plan and changes to the surface and
ground water parameter lists. Details of the changes are presented in the attached revised pages (I'a615,
Current Surface Water Monitoring Program and Current Ground Water Monitoring Program and
Attachment 15-3a, Current Hydrologic Monitoring Program). Well completion diagrams and geologic logs
for the W-25 series wells have been included here for insertion into Appendix 7-1.
Submission of this TR-52 occurs at the same time that TR-50 (Mid-Term Review Comment Response) is still
under review. Several of the issues brought up in the Mid-Term Review (MTR) are now addressed in this
TR-52. They include:
1. MfR Item 13 (failed W-24 series monitor wells, Tab 12). Seneca has reconsidered the inclusion of
monitor well data in Tab 12, Coal Recovery Plan. No other monitor wells are addressed in Tab 12; these
items are more appropriately addressed in Tab 7, Hydrologic Description and Tab 15, Hydrologic Monitoring
Plan. All of the relevant portions of Attachment 12-3 are now provided in Tabs 7 and 15 in this TR-52. In
our latest response to TR-SQ, MTR Item 13, Seneca will request the removal of Attachment 12-3.
2. MTR Item 25 (NPDES monitoring]. The requested revisions to page 10 of Tab 75 are provided in this
TR-52.
3. IvTIR Item 26 (failed W-24 series monitor wells, Tab 15). The requested revisions are addressed in this TR-
52.
4, biTR Item 47 (failed W-24 series monitor wells, response comments). The requested revisions are
addressed in this TR-52.
This package contains the required application form, proposed public notice, the revised or new information,
and the insertion instructions for updating the PAP. A third copy of the above information has been sent to
the Denver office also addressed to you.
