Gunnison No. 1 Underground Mine. Dear Mr. HOlbroak: Attached is a copy of our ,August 9, 1984, memo regarding stiDUlations we recommended far West Elk Coal Company's subsidence monitoring network. We have noted in the proposed revision a provision which was not covered 1n West Elk's initial proposal to us. This provision coils far 4 ft. by 4 ft. white plywood targets to 6e placed over each monitoring station. My estimate is that approximately 90 of these will be needed. We are concerned with visual impacts of thfs added use; but since we are unable to address these Impacts on the ground during winter months, it 1s difficult to judge how significant they are. I have discussed these concerns with Rocky Bowman of ARCO, and we have agreed to submit the fallowing recommendation: A. Investigate visual impacts to the spring of 1985. A. 1. If visual Impacts are judged by the Forest Service to be insignificant, nothing further will be required. A. 2. If visual impacts are Judged by the Forest Service to be significant, a stipulation will he added to the permit requiring that the panels be turned so that the neutraT,,; (brown) color faces up during non-snow covered periods (from June - October 15) except during specific times ~ when subsidence measurements are being made, ' We would also recommend that the following 9tiputation 6e added: A11 subsidence markers end panels will be removed at the Conclusion of the project.
