Henry Austin of the Office of <br />5ttrfur.e Mining was present along with Henry Barba representing <br />Mountain Coal Compsrty. The inspection was conducted over three <br />days; the Pirst day conslstod of checking records attd.,~e remainder <br />of the ti.ine was spent doing he e.lte inspection. The fii•at day was <br />cloudy and ral.,iing periodically and the other two days ware clear <br />ant! warm. <br />a. •, ' , . <br />~ j <br />AVAILABILITY ON RECO1tD9 <br />West Gllc'a revisod SPCC plan requires visual Snspectiona to be dens <br />annually in August. Aucording to the operator, this.i..p,ppection hea <br />been completed but nt the time of the Division's inspection, the <br />form contained in tt,c 6PCC plan had not been filled out. The <br />reatrita of this inspection should .be entered in this form prior to <br />the Division's next complete inspection. Pond inspections should <br />continue to be completed ort a quarterly basis. The DMt3 permit is <br />on file and expires on Jttly 31, 1996. The inspectors recommended <br />that anmtal certificntiona be completed on oil ponds, not ~uat the <br />' oversized ponds. It, w.as determined that proper notice had nut been <br />given to surface landowners over areas to Ue mLned; therefore, NOY <br />C-93-1L2 was issued. ' <br />An additional permit toundary marker should be placed on the <br />~•• eastern rnd oY Lhe loadout. 'The permit boundary marker on the <br />fence whl.:h faces the river should bo replaced with a Mountain Coal <br />Coutparry b i gn . <br />ROADS • <br />There is currently a light-use road around the Loco of the refuse <br />pile that was constructed without Division apyroval; therefore, NOV <br />C-93-l1i was issued. Irt addition, ML'C has a number of light-use <br />roads that are used .to access upper areas for martitoring purposes <br />that have not been included iu the permit document's description of <br />light-ttae roads. Mf:C should survey' the thine site for all light-use <br />roads for• inclu:,iou in the pez•mlt. Btt1a ]..0.1.111{c) defines a <br />light-ttaa road. There are aevernl waters Lary along the road used <br />to reach the upper meadow, cehich aHpear to be Punntionnl.
