Inspection Narrative <br />Page 3 of 3 <br />A new diversion is being cut around the RDA upslope from the existing <br />diversion, which will soon be filled as the height of the RDA increases. Due to <br />rock outcrops encountered on the west side of the RDA this structure had not <br />been completed at the time of this inspection. <br />All 5 containment impoundments and sediment ponds for the site held water. <br />No evidence of the containment impoundments overtopping was seen. <br />According to DMG, the impoundment north of the highway at the RDA had <br />been pumped down after the rain into a water truck. <br />The water level in pond #8 was just below the discharge point, however when <br />the structure was checked a leak in the bottom of the stand pipe was evident. <br />Sediment pond #7 was discharging when the inspection began. Mr. Lopez <br />attempted to turnoff the flow by shutting off the discharge valve but was <br />unable to completely cut off the flow. As discharge from pond #7 could not be <br />shutoff and pond J!8 was leaking DMG issued Notice of Violation C-94-020. <br />The operator received approval for a revision from DMG since the last Random <br />Sample Inspection to adjust the disturbed area boundary on the west side of the <br />mine. According to Ralph Lopez and DMG this was done to remove a portion <br />of the area that was not disturbed by mining operations and includes 3 culverts <br />that route drainage off undisturbed slopes under the old railroad bed. <br />No other violations other than those cited by DMG were identified and no <br />TDN's will be issued as a result of this inspection. <br />
