<br />PCC 11 /92 page 4 <br />The following are conditions observed that exhibit potential to develop into <br />violations if PCC does take some remedial action in the near future. These <br />conditions are not in violation at the time of this inspection. <br />Cameo Mine <br />All pipes to the evaporation pond have been disconnected so I did not <br />consider it as an impoundment. If PCC decides to use this structure again, the <br />impoundment regulations will apply and the pond must be certified. The only water <br />that reaches this location is what precipitation falls on it. <br />PCC needs to clean out the sediment that has accumulated in front of <br />the portal. <br />During the inspection, only mine water was being discharged from this <br />mine. A potential for surtace and groundwater to commingle exists due to the <br />method currently being used to dewater the mine and the lay out of the site. PCC <br />must realize that if there is a commingling of water, a siltation structure big enough <br />all water must exist. <br />There were some oil buckets near the shop/yard (?) area that need to <br />be cleaned up._ <br />North Decline - , <br />The inlet to pond #7 was eroded. There was not any channel lining at <br />all in the ditch and inlet to this pond. PCC placed haybales in this location prior to <br />the end of the inspection. DMG allowed this as a temporary fix only. PCC must <br />provide long term protection within thirty days. <br />The haybale ASCA at the west end of the site had been grazed away by <br />livestock. These were replaced during this inspection. The potential for a grazing <br />violation to develop after the site is seeded exists because the area is not fenced. <br />PCC should examine the question of how to keep livestock off the site during <br />PCC's liability period. <br />The substation and shed will be removed before the area is seeded. <br />Seeding will take place before the end of the planting season. If it is not <br />done during this period, a violation will exist. Final grading took place in June. <br />The as-built certification for the new pond #7 should be submitted <br />before the end of the month. <br />Roadside <br />The lower catch ditch to pond #9 needs to be deepened to the design <br />depth. <br />the pond. <br />Pond #8 inlets are eroding. These are at the South and North ends of <br />The 18" CMP on the North end of the pond needs cleaning. <br />The sediment level is approaching clean-out stage. <br />All other paper work and permits appeared to be up to date. All monitoring <br />appears to be done according to plan. The subsidence monitoring was <br />discontinued upon the approval of DMG. Liability insurance and bonding <br />documents appeared to be in order. <br />
