Powderhorn Coal Co. (PCC)
P.O. Box 1430
Palisade, CO 81526
303-464-7951
C-81-041
Roadside/Cameo Mine
12/3/92
Complete inspection
Mitchell S. Rollings, 370, OSM
Steve Rathbun, OSM
Janet Binns, DMG
Larry Reschke, PCC
Enforcement Actions
This inspection resulted in three Notices of Violation (NOV) being issued to PCC by _
the Division of Minerals and Geology (DMG) and one Ten-Day Notice (TDN) with
two violations issued to DMG by OSM. The NOVs were issued as follows:
NOV# C-92-36 cites 4.11.4. This was issued for non-coal waste stored
at the North Decline area. The runoff from this unapproved storage area did not
pass through a siltation structure. The operator removed the material the night
after it was observed. The material consisted of power poles, rock dust, etc., and
was benign in nature.
NOV# C-92-37 cites 4.03.2 (4). This NOV was issued for failure to
maintain drainage on access road 6. There were three problems with this road;
the south side ditch had eroded to about 42" at the deepest point, the north side
ditch had apparently failed at one time (probably filled with sediment and
overtopped) and runoff had gone across an undisturbed area and created a gully
on the outslope, and the north side ditch is not presently cut to specifications.,
PCC will have to regrade the two ditches and repair the gully on the slope.
NOV# C-92-38 cites 4.10.3 (2). This NOV was issued to address the
erosion in the ditch around the Cameo Refuse Disposal Area (CRDA) #1. The
ditch is eroded and does not have any channel lining. It was apparent that this
ditch has had problems in the past. Hay bale remnants that had been graded over
appeared in part of the ditch. DMG will require PCC to riprap this ditch to meet the
design standards.
