III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement acUOn- <br />Th+s was a complete inspection of the Carbon Junction Mine for the month of June, 2002. <br />Availability of Records: The records were satisfactory, however, it was noted that no records of 1" <br />quarter 2002 sedrc»ent pond inspert~nns were ava+!abfe therefore an NOV will be +ssued i see Hydroloqic <br />Balance behr.v) See page 5 v. th+s report for further details. <br />Note, the Carbon Junction NPDES permit expires on June 30, 2002 and MUST <br />be renewed immediately. <br />Hydroloqic Balance: All dRches. culverts and ponds were inspected Bolh ponds appeared stable and <br />were not d~schargrng. All culverts were clear and capable o1 functioning as des+gned. As noteU above, <br />NOV CV-2002-011 is berng issued for failure to conduct quarterly sediment pond inspections by a <br />qualified person and maintain the report at or near the mine sde and submitting a copy to the Drvisron. <br />General Mine Compliance: The site is stable and reclamation will commence as soon as the coal and <br />gravel permits have been revised. <br />!:! ~ <br />
