This mix <br />is similaz to approved seedmixes IA and 1B, but includes certain species not listed in <br />either of the two mixes. Also, varieties aze not specified for the species listed in the <br />Seedmix #1 and Supplemental Species table. <br />Please be aware that the approved seedmixes are those listed for specific habitats in the <br />permit (seedmixes lA, 1B, 2, 3, and 4). Future ARR's should denote the Seedmix used <br />in each seeded area depicted on the reclamation map, and seedtags should be submitted <br />for each Seedmix. <br />The permit includes a rather extensive list of wildlife monitoring and reporting <br />requirements for big game, raptors, raptor nests, sharptail and sage grouse, sandhill cranes <br />and loggerhead shrikes. For the most part, the ARR's appear to include required <br />monitoring results, but not all aze specifically addressed, and should be included in future <br />ARR's. Specifically, the plan requires recording and reporting of big game and high <br />interest species mortality related to mine activities (roadkills, fence hang-ups, etc.). No <br />information was reported in regard to this commitment. In addition, the plan requires an <br />annual ground search each spring for any new sagegrouse or sharptail lek sites in the <br />study area. Documentation of such searches was not included in the 1996 ARR, and will <br />need to be included in future ARR's. <br />8. Please submit proof of resolution or an update on the status of the Kentucky civil penalty <br />violations and bond forfeiture associated with permit 8980140, the subject of Permit <br />Stipulation 13. <br />These comments should be addressed in a technical revision which should be received by the <br />Division no later than 6-15-98. <br />Section V. Bonding Summary <br />The Division currently holds $1,990,967.00 in a Corporate Surety Bond for the reclamation <br />performance bond at the Yoast Mine. The bond should be recalculated according to the <br />comments above. <br />
