This development is in
keeping with our previously approved mining projections, and simply reflects the
development work necessary for the logical progression of the mining sequence to the
north within the "E" seam.
Per our discussion, there should not be any subsidence related issues associated with
this TR, given that the mains are designed to provide full support and prevent
subsidence in these areas for the life of the mine. As such, CEC does not feel that there
are any significant issues related to this TR, given that no subsidence is predicted,
landowner and coal owner issues have been previously addressed within the permit, and
hydrologic predictions have been previously addressed. The only item which has
changed from the current mine plan is the timing aspects for the development and the
extension of these mains to the north during the current permit period. CEC proposes
to install three subsidence monitoring points over the main entries adjacent to the
railroad track, one south of the river, and one north of the river. CEC proposes that
these three points would be monitored semi-annually for one year following
development intercept, after which time they would no longer be required and would
automatically be dropped from the schedule. Map #24 has been revised to reflect these
locations.
Revised permit page Ex 44-5 and revised Map ;a24 have been enclosed. I have also
included a list of materials, a completed revision request form, and a copy of the
proposed public notice for your reference.
