Lang <br />Division Dirrarn <br />RE: Adequacy Review for Technical Revision No. 65; Aest Elk Mine; <br />File No. C-80-007 <br />Dear Ms. Welt; <br />The Division has reviewed Mountain Coal Company's application for <br />a technical revision, which proposes to construct a coal stacktube <br />and reclaim system in the current location of MB-2. With this <br />construction, MB-2 will be eliminated and MB-3 and MB-6 (renamed <br />MB-2R) will increase in size. In addition, MCC will relocate an <br />access road and construct a new access and light-use road. The <br />Division has reviewed this revision for technical adequacy and has <br />the following concerns: <br />HYDROLOGY <br />MB-2 System <br />Ditches• <br />1. The berm D2R-2 is not labeled on revised Map 54. This should <br />be included. <br />2. There is no ditch design for D2-2E at the topsoil pile. <br />Please provide. <br />3. Table 44 does not specify the shape of D2R-lA. The ditch was <br />designed as a triangular ditch. Please update Table 44. <br />4. The Division finds the numbers for D2R-7 suspicious in <br />comparison to D6-7 and because the velocity is unusually high. <br />The Division believes the slope of this ditch is around 13 <br />percent rather than 22 percent. MCC should review the design. <br />
