T.`.8 site is lccated south of 1 l/~ Road and north <br />of the Colorado River between what would be 17.75 Road and Highway 340. The total affected land for <br />this permit application is 104 acres. This application is available for public viewing at the Mesa County <br />Planning Depamnent, 750 Main Street, Grand Junction. Please submit any comments you may have to the <br />Mesa County Planning Department in writing so they may be accurately communicated to the applicant. The ARCUBY DRALvi <br />flows to the south along the 17'1 Road alignment to just south of the I'/.line then westerly to <br />the Colorado River. There has been discussion with the gravel operator to direct the flows <br />through the resulting lake after gravel removal. The resulting lake will have removed what is the <br />bank and channel of the existing drain. Similarly, there is a piped, subsurface drain within the <br />tract owned by Leona Arcuby. That piped drain will have no reason to exist after gravel removal <br />begins. Along the east side of the uact owned by Carp is the IviURRAY DRAIN, another GJDD <br />facility. That drain system carries both subsurface water and surface runoff from a large portion <br />of the City of Fruita east of 18 Road. The proper operation of the HURRAY DRAIN is of <br />importance to the City and the Drainage District. The City and the District aze willing to <br />cooperate with the land owner and the gravel operator in use of the resulting lake for water <br />quality purposes. There aze no water users downstream from the northeast point of the gravel pit <br />on the HURRAY DRAIN. Directing the entire flow within the drain to the reclaimed gravel pit <br />would be acceptable to the Drainage District. If that is allowed, then the gravel removal Could <br />move closer to the easterly property line of Carps land. <br />The gravel operator may discharge water from pit dewatering into either the NIURRAY <br />DRAIN or the ARCUBY DRALV. The location of the discharge must be identified in writing to <br />the District. The discharge pipe must be hardened to prevent damage from burning of vegetative <br />debris in the drain.
