~ • iii iiiiiiii • <br />~ ~~ ~ <br />' EXHIBIT E <br />Reclamation Plan <br />' The reclamation of the land at the site of the Dallas Gravel Pit will be performed in 2 to 3 <br />acre parcels in coordination with the proposed mining plan. The post-mining land use of <br />' the rehabilitated azeas will be reclaimed to duplicate the surrounding terrain and return the <br />site to it's original wildlife habitat use. Reclamation will take place following each phase of <br />the mining operation and prior to commencement of the next phase. Phase 1 will require <br />approximately 1 to 2 years to extract the desired amount of material available in that area, <br />Phase 2 will necessitate 10 to 12 years and Phase 3 may call for as long as 7 years. <br />' The type and method of reclamation will be the same for each phase. Phase 1 will impact <br />approximately 2.4 acres at the faz eastern portion of the site, Parcel 2 will disturb close to <br />9.4 acres in and around the limits of the existing operation and Parcel 3 will affect close to <br />' 4.3 acres of previously undisturbed land west of the existing site within the permitted <br />mining boundaries. <br />' Prior to the start of gravel extraction operations, the top 4 to 6 inches of topsoil will be <br />removed and stockpiled for later use in the pit reclamation efforts. This stockpiled material <br />' shall be stabilized with a cover crop of Western Wheatgrass (4 Ibs/ac), Muttongrass (4 <br />lbs/ac) and Yellow Sweetclover (1 Ib/ac). <br />' Upon commencement of site rehabilitation all rejected oversized material will be buried <br />prior to final grading. The site will be graded to blend in with the surrounding topography <br />with slopes of 3:1 where attainable and no steeper than 2:1. Topsoil will be redistributed <br />' evenly throughout the disturbed areas to a minimum depth of 4 inches. The soil surface of <br />the pit area and access routes will be scarified after final grading by ripping or disking the <br />soil along the contours of the slope. The soil surface will be considered scarified if <br />' depressions are created 2 to 4 inches deep and are spaced approximately 4 to 6 inches <br />apart. Surface roughening can also be accomplished by tracking the soil with a dozer <br />working perpendiculaz to the contours of the slope. Care will be taken to not drive any <br />vehicles over scarified surfaces. In azeas where slopes exceed 3:1, terraces 2' wide will be <br />constructed every 100' in addition to the soil scarifying. Survey instntments will be <br />implemented to ensure that the terraces will be constructed absolutely level along the <br />' contours of the slope. <br />All disturbed areas will be seeded and mulched within 14 days after final grade is <br />established on any portion of the site not otherwise permanently stabilized. The mulch <br />shall be clean, weed and seed free and long stemmed hay. The mulch will be applied evenly <br />' at a rate of 2 tons per acre. At least 50% of the mulch, by weight, should be ] 0 inches or <br />more in length. The mulch will be anchored by crimping or with the aid of tackifiers or <br />nets. <br />
