The report is inconclusive. <br />Please be aware that the OSM inspectors indicated general concerns during the April 1993 <br />inspection, but they indicated that the technical analysis would be conducted. We conducted our <br />own review in the meantime, and concluded that the approved plan was proper. <br />During 1993, Robert Inman visited Randy to obtain permit documents. It is my understanding that <br />late in 1993, Randy specifically requested that Henry Austin transmit a copy of the WSC findings <br />and Henry refused to send the documents. Austin told Randy that the documents were internal <br />memos, and not meant for release. During March 1994, Renner contacted Russ Price of the WSC, <br />and Russ had Rosenthal fax the WSC analysis.
