Trapper Mining Inc.'s responses were received <br />on December 5, 2005 and December 20, 2005. The Division's original questions identified in the <br />November 18, 2005 letter are repeated here, in italics, followed by the Division's comments regazding <br />Trapper Mining Inc.'s reply. <br />Trapper Mining lnc. provided reclamation cost estimates for regrading D/E Pit. Trapper's <br />estimate assumed that ash would be available to backf:ll D/E pit and accounts for covering the <br />ash with 638, 361 cubic yards, or frve feet thick cap of spoil. The Division is unable to assume <br />that ash would be available to backfrll the pit. The Division must bond for f Ming the entire <br />volume of the pit and cannot grant credit for ash importation. The Division 's calculation, based <br />upon cross-sections submitted by Trapper Mining Inc. in TR-96, found the total volume to fall <br />D/E pit to the approved post-mining topography equals 6, 541.496.7 cubic yards. This d~erence <br />between the Trapper's volume calculation and the Division's volume calculation varies by an <br />order of magnitude. <br />If ash were not available for filling the pit in a timely manner, where would the material to fill <br />the pit come from? Please provide in the permit text an explanation of management, post-mining <br />topography and applicable reclamation costs for the D/Spit should reclaiming this pit without <br />ash fill be necessary. <br />Trapper Mining Inc. submitted Map 12-A (sheet 1 of 3} received December 20, 2005 showing <br />D/E pit post-mining topography in the event that ash is not available for disposa- in the D/E pit. <br />This Map 12-A (sheet 1 of 3) will be used by the Division and the operator to determine <br />reclamation costs should ash be unavailable to fill D/E pit. This map has not been stamped or <br />signed by a licensed engineer. <br />Post-mining topography maps M12 (Sheets 1, 2, and 3 of 3) were submitted on December 5, <br />2005. M 12 (sheet 1 of 3) provides post-mining topography for D/E pit should ash be available [o <br />fill the pit.
