Lochhead <br />Executive Direcor <br />Michael 8. Long <br />Division Director <br />Barb, attached please find the reclamation cost estimate for the <br />Eastside Mine. The estimate totals $93,210 (actual and proposed <br />disturbance). I have some comments that can be relayed to the <br />operator explaining the bond increase: <br />1. Costs in general went up for all equipment. DMG updates the <br />cost on an annual basis based on the Cost Reference Guide <br />(CRG) and the Contractors' Equipment Cost Guide (CECG). <br />2. It is DMG's policy to bond for reclamation of 50$ of the coal <br />stockpile. This apparently was not included in the Midterm <br />bond estimate. I looked into the Air Emissions permit to <br />determine the required size of the coal stockpile, but the Air <br />Permit is outdated and did not make note of the size of the <br />stockpile. You may want to follow up on getting the current <br />air permit for the mine. The dimension of the coal stockpile <br />can be adjusted based on information supplied by the operator. <br />3. In the previous estimate, various pieces of equipment were <br />selected that would not be suitable for the various tasks. I <br />changed the estimate to use truck and loader teams to haul <br />topsoil and coal waste rather than pushing it with a dozer. <br />This change was based on what I have seen contractors use at <br />the mine sites. <br />4. Due to the increase of material being moved to the refuse pile <br />(50$ coal stockpile), a compactor task was added to the <br />estimate to achieve the necessary compaction requirements. <br />5. it is DMG's policy to include a cost for rill and gully repair <br />at the mine site. This was not included in the previous bond <br />estimate. <br />
