Lochhead
Executive Direcor
Michael 8. Long
Division Director
Barb, attached please find the reclamation cost estimate for the
Eastside Mine. The estimate totals $93,210 (actual and proposed
disturbance). I have some comments that can be relayed to the
operator explaining the bond increase:
1. Costs in general went up for all equipment. DMG updates the
cost on an annual basis based on the Cost Reference Guide
(CRG) and the Contractors' Equipment Cost Guide (CECG).
2. It is DMG's policy to bond for reclamation of 50$ of the coal
stockpile. This apparently was not included in the Midterm
bond estimate. I looked into the Air Emissions permit to
determine the required size of the coal stockpile, but the Air
Permit is outdated and did not make note of the size of the
stockpile. You may want to follow up on getting the current
air permit for the mine. The dimension of the coal stockpile
can be adjusted based on information supplied by the operator.
3. In the previous estimate, various pieces of equipment were
selected that would not be suitable for the various tasks. I
changed the estimate to use truck and loader teams to haul
topsoil and coal waste rather than pushing it with a dozer.
This change was based on what I have seen contractors use at
the mine sites.
4. Due to the increase of material being moved to the refuse pile
(50$ coal stockpile), a compactor task was added to the
estimate to achieve the necessary compaction requirements.
5. it is DMG's policy to include a cost for rill and gully repair
at the mine site. This was not included in the previous bond
estimate.
