Impoundments and Diversions The operator completely revised this portion of the permit. The existing permit disperses the hydrology information in four volumes which was extremely difficult to locate. With the submittal of this PR, Powderhorn condensed all of the surface water hydrology designs into one volume. The volume is well organi2ed and very user friendly. New designs were submitted for a majority of the facilities associated with the North and South Portals. Included in these new designs, a small working map and a brief narrative was included describing the assumptions that went into the model. This aided the Division in its review, and the operator should be commended for such efforts. However, I have a number of comments/questions that need to be addressed by the operator. 1. Tab 13, page 13-8 on the second paragraph, Powderhorn states, "a berm has been installed around the area which collects the majority of the dust. See Table 13-3 for design information". Table 13-3 lists the existing conveyor belts. Please reference the correct table in the permit text. Table 13-4 titled, Drainaq_e Control Structures, does not include a description of the portal sump as depicted on Exhibit 8B. Please include a description of the portal sump on this table.
