T.H.E. v j, <br />has the option to monitor a 9 locations during ea~~h blast. <br />Monitoring at each of the stations proposed should continue until <br />there is at least 10 readings eF at or below the safe limit, ie: 1 <br />inch/sec. peak particle velocity and the Division has had an <br />opportunity to the review the exis ing blasting data to verify the <br />absence of any offsite impacts. ~ bs}h 4~ r and 9f'O1"'~~a~ Vi ~raf j ~h <br />6. Monitoring results should be submitted to the Division on a <br />quarterly basis as specified in the November 28, 1995 Soa.rd Order. <br />Further, the Division agrees with T.H.E.'s commitment to keep <br />precise blasting records of all blasting operations on file at the <br />mine site and to make them available to the general public upon <br />request. <br />Although not required, the Division suggests that T.H.E.. install <br />a small weather/s ation at or near the mine office to record the <br />wind speed anc~',~~rection during each blast. Other observations <br />such~s ~ercent cloud cover and cloud height will also be helpful <br />and ~ b ~~r~c ~c~gd~,fid~4~,e weather conditions for <br />blasting 1~~~ fear sky iariYin~o wind or an easterly wind. <br />The cloud cover and/or wind conditions wilt affect the air shock <br />waves from each blast ~3swell a/~~ the dus~.Ae er~7ted from t~}e,blast. ,/ <br />~~c~r.~ihy aF1-/iE WG~~14K G~r~~TlanJ fP~C~~i~QlriVt .f~iir~ ~ia/~I1vtnFj/n+ <br />7. It is not clear what type of instrument(s) will bfa used to J <br />monitor Rio. air vibration and ~ha ground vibration from future <br />blasts. The Division requests that T.H.E. specify the <br />instrument(s) to be used and the sensitivity or detection limits of <br />each. ~ <br />8. It appears that there is potential for interferance from truck <br />traffic and/or the Southern Pacific Railroad during monitoring <br />along Tunnel Drive. The Division requests that T.H.E. address this <br />concern. A suggestion may be to monitor ground vibration from the <br />railroad and from truck traffic along Tunnel Drive to establish <br />normal background levels. Please comment. <br />Please contact me as soon as possible if additional time is needed <br />in preparing an adequacy response or if T.H.E. would F~refer to <br />waive their right to a decision within 30 days.
