This memo provides the Division's justification for granting the extension. I ani <br />requesting your approval for the extension. <br />This violation was issued on January 31, 2001 for failure to salvage topsoil and for failure to <br />retain sediment within disturbed areas. The violation occurred in the P-W South Area along a <br />ridgeline where blasted material/flyrock was cast downslope into a small drainage, east of the <br />active pit. <br />The abatement deadline for NOV CV-2001-002 was originally April 30, 2001. The abatement <br />deadline was extended to June 29, 2001 so that mitigation measures could be implemented while <br />the hillslope was dry and accessible. SCC has paid the proposed civil penalty for this violation. <br />The eastern perimeter of the South Area pit at the location of NOV CV-2001-002 was recently <br />inspected. Mitigation measures completed to date include; removal of blasted material/flyrock <br />from the site of the NOV, burial and compaction of the larger rocks at the base of the slide area, <br />regrading of the disturbed area, and replacement of topsoil. The operator has successfully <br />completed these abatement steps. <br />The final steps necessary to abate the violation include reseeding of the entire slide area, and <br />reseeding the temporary access road above Pond 015 to the base of the disturbed area.
