<br />-z- <br />1. Increased Tailings Area Security: <br />Statue Completed. <br />BMRI completed all Board ordered tailings area security. The Di rsion has set <br />process water cyanide standards, (see February 24, 1993 report) hat if not met <br />will trigger automatic resumption of the security as originally ordered by the <br />Board. <br />CCCD Ovestion: Your February 24, 1993 report states that securit will resume if <br />pH exceeds 9.0 and/or WAD cyanide exceeds 10 ppm. Are these the standards the <br />Division is now using? <br />Division Answer: The Division ie enforcing the permit standards ~f 3.8 ppm weak <br />acid diseociable cyanide and 4.4 ppm total cyanide. The Divieio will pursue a <br />violation against BMRI if cyanide concentrations exceed permit s andarda at any <br />sample point the operator or the Division monitors process water Security was <br />enforced by the Board and the Division when cyanide concentratio s exceeded <br />levels considered potentially harmful to humans or wildlife, i.e approximately <br />40-50 ppm. The Division selected pH 9.0 and WAD cyanide of 10 p m as standards <br />at which security would resume because while these levels are et 11 safe for <br />humane and wildlife such values would indicate a rising trend to and unsafe <br />levels which would require security. <br />2. Assessment of Environmental Imnact: <br />Status: Completed. BMRI submitted an acceptable report April ~~3, 1992. <br />3. Accelerated Freguencv of Environmental Monitoring: <br />Status: In Compliance. <br />BMRI ie now monitoring and reporting in accordance with approved technical <br />revision nos. 6 and 10. The Division reviews each report as it s received. No <br />significant problems have been noted. ~I <br />CCCD Question: We have yet to see any results from Ann Maest's independent <br />monitoring. What has happened to them? <br />Division Answer: BMRI has provided a copy of each third party monitoring report <br />to Maclovio Martinez, Coetilla County Assessor, and member of the Coetilla <br />County Conservancy District. These copies are placed with other required <br />monitoring reports in a binder for public use at the county buil ing. Another <br />copy is sent to the senior high school in San Luie and these are laced in a <br />binder in the school library. The Division has agreed to send cc~ies of the <br />third party reports to Nora Jaquez, Attorney, far CCCD use in thpJ Denver area. <br />4. Tailings Cyanide Detoxification: <br />Status: Ongoing. <br />BMRI ie complying with all Board Orders and the permit in regard ~to tailings <br />pond and collection pond water cyanide concentrations. The effluent from the <br />tailings underdrain system still requires additional treatment tqq achieve <br />compliance in the collection pond. The tailings placed during thle period of <br />non-compliance still require further detoxification. <br />BMRI is detoxifying their plant tailings slurry using the INCO rde <br />destruction circuit which began to function properly approximatel <br />November 15, 1992. The company ie meeting compliance requirement for <br />concentrations of WAD and Total Cyanide at all process water moni oring sites. <br />BMRI ie meeting compliance requirements for cyanide in the collet non pond by <br />treating this water with hydrogen peroxide ae it flows into the p~nd from the <br />tailings area underdrain system. This treatment will continue until the <br />tailings are detoxified to the point that water flowing to the collection pond <br />meets permit standards and hydrogen peroxide treatment ie no long~r needed. <br />
