Adequacy Review
Snowstorm Placer
M-83-084
Pre-Minin Map (Exhibit C)
1.
1. Note #1 on this map states that the area within the permit boundary is
260 acres. According to our records, the current permitted area for
this site is 200 acres. Please show on the map the existing permit
boundary in addition to the proposed boundary to clearly delineate the
60 acres you propose to add via this amendment.
2. During an inspection of this site in August of 1989, two recently-
constructed emergency catch basins were discussed with Cliff Pridemore
- one near the Security Office as shown on your map, and the other
downstream, between Highway 9 and the river. Has the latter structure
been removed? If not, information concerning its design must be
provided, and it must be included in the permit area.
3. Please commit to marking the permit boundary with permanent, clearly
visible stakes within 30 days after approval of this amendment.
Minin Plan (Exhibit D)
4. Please comment on issues raised by objectors to your application
(copies of letters from objectors enclosed).
Reclamation Plan (Exhibit E)
5. Please address plans for demolition of buildings and other
improvements, or their removal from the site.
6. The original permit application included a commitment to replace
topsoil to a depth of 12"; this amendment says topsoil will be spread
to a depth of 4 'to 10 inches. What do you intend to do with the excess
topsoil? Please be advised that our policies do not allow
"downgrading" of reclamation standards via amendment of existing
permits. Consequently, if sufficient material is avaiTabie, you must
replace topsoil 'to a 12" depth. If this is not possible or practical,
please explain why.
Water Information (Exhibit G)
7. Please provide more detailed data regarding all sedimentation ponds,
emergency catch basins and other impoundments. Please include design
specifications and supporting computations for each of these structures.
