<br />Battle Mountain Gold Company - San Luis <br />MLRD Permit No. M-88-112 <br />Technical Revision No. 11 <br />Responses to Division's Adequacy Comments <br />(1) Is the proposed storage area intended to accommodate <br />both empty and full cyanide flo-bin hoppers? <br />Both empty and full cyanide bins will be stored in the new <br />structure. <br />(2) What precautions will be taken to ensure containment of <br />cyanide during the unloading and loading of the flo-bins for <br />transport to and from the site? <br />As noted during the Division's recent inspection, the <br />transport trucks cannot drive into the storage area. The <br />trucks will be parked as close to the area as possible <br />during loading and unloading. The bins arrive on-site in a <br />locked, sealed gate position. Prior to unloading, all bins <br />will be visually checked to ensure that the locked position <br />is intact and that the bins are structurally sound. The <br />forklift operator will then transfer the bins into the <br />storage area. <br />The empty bins will be visually checked prior to loading to <br />ensure that they are in a locked position and that the bins <br />are structurally sound. The empty bins will then be loaded <br />onto the transport trucks. <br />During loading and unloading other traffic in the vicinity <br />will be minimized to the extent possible to lessen the <br />potential for collisions. Forklift operators will be <br />trained in the proper emergency responses and reporting, as <br />outlined in the approved Emergency Response Plan, in the <br />unlikely event that a spill occurs during loading and <br />unloading of the bins. <br />(3) Is the cyanide feed system equipment within the new <br />storage area? If not, what precautions exist to ensure <br />containment during the transport of the full flo-bins From <br />storage to the injection apparatus, and the return of the <br />empty flo-bins to storage? <br />The cyanide mix tank is located at the north end of the mill <br />facility, while the storage area is located at the southwest <br />end, several hundred feet away. The bins are transferred <br />from the storage area to the mix tank using forklifts in a <br />similar manner to the unloading/loading procedures described <br />earlier. The containers will be visually examined prior to <br />transport to and from the mix tank. In addition, the <br />outside of empty tanks will be thoroughly washed before <br />moving from the mix area to the storage area. <br />
