that operational changes or other circumstances will reduce <br />the maximum estimated cost to the Division to complete the <br />reclamation. Such adjustments are not considered bond release <br />subject to the procedures of 3.03. However, installation of <br />portal seals involves reclamation covered by the bond which <br />has been performed. Bond reduction for reclamation performed <br />is subject to the bond release provisions of Rule 3.03. <br />Therefore, a cost for sealing the portals would need to be <br />included in the liability amount until phase 1 bond release is <br />approved. <br />Task 13; The Division's estimate for structural demolition was <br />greater mainly due to power line removal. The Division used <br />the 1996 MEANS SITE WORK & LANDSCAPE COST DATA to derive this <br />number. <br />Task 15; The Division's estimate to haul the loadout coal <br />material to the mine was based on MEANS 40 mile trip @ <br />$11.44/cubic yard. <br />
