Introduction This document is the decision package prepared by the Colorado Division of Minerals and Geology (the Division) for the Seneca II Mine Permit Renewal No. 4. This document includes: 1) the proposed decision to approve the permit renewal application with one stipulation; 2) a summary which includes a history of the review of the permit application, a description of the environment affected by the operation and a description of the mining and reclamation plan; and 3) the written findings of compliance the Division has made as required by the Colorado Surface Coal Mining Reclamation Act. Detailed information concerning the findings of compliance can be found in the Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. The Division has received an application for a successive five year permit renewal of Permit No. C-80-005 to conduct surface coal mining and reclamation operations at the Seneca II Mine. The application was submitted by Seneca Coal Company (SCC), and the mine will be operated by SCC. Surface lands within the permit area aze privately and state government owned, while mineral rights are held by the United States, the State of Colorado, and private parties. The permit area is in Routt County, Colorado, in lands included within: Township 5 North, Range 87 West of the 6th Principal Meridian: Section 1 & 2: A]] Section 3: Portions of El/2E1/2 Section 11: NE1/4, NI/2NW1/4, SE1/4NW1/4, NE1/4SE1/4, NE Diagonal NW1/4SE1/4, and NE Diagonal 'h SE1/4SE 1/4 Section 12: Ail Section 13: Nl/2N1/2N1/Z Township 6 North, Range 87 West of the 6th Principal Meridian: Section 27: Portions of the following - SE1/4SWI/4, SWl/4SW1/4, SWI/4SE1/4 and SEl/4SE1/4 Section 34: E1/2E1/2,NW1/4NE1/4, portions ofNEl/4NW1/4, portions of SW1/4NE1/4 Section 35: W1/2, W1/2E1/2, portions of SE1/4NE1/4, portions of EI/2SE1l4 Section 36: Portions ofSl/251/2 Township 5 North, Range 86 West of the 6th Principal Meridian: Section 6: W1/2W1/2SW1/4 Section 7: W]/2NW1/4NW1/4,N1/2SW1/4NW1/4 The permit area encompasses 3,457 acres, of which approximately 2100 acres have been disturbed by surface operations. Ownership of the surface by State and private interests is 2434.5 and 1022.5 acres, respectively. Seneca Coal Company is permitted to mine 320.9 acres of federally owned coal.
