The parties shall attend a prehearing conference at the Division's <br />office at 1 p.m. on December 7, 1990 to consider the simp]ification of the <br />issues and to set the order and time allowed for presentations at the <br />hearing. At the prehearing conference each party shall provide the other <br />parties with a list of the witnesses who may be called and a brief description <br />of their expected testimony, and copies of the exhibits that may be introduced <br />at the hearing. However, NCEC shall not be required to provide copies of the <br />application since it is on file and available for inspection. At the <br />prehearing conference each party shal] provide eight copies of a proposed <br />Board Order setting out findings of fact and conclusions of law, and order. <br />8. The Board delegates the authority to act as prehearing conference <br />office, and the authority to issue all necessary orders, to Dennis W. Donald. <br />9.
