<br />improvements on [he Denver Water/Lafarge property. Bryan could not quantify the <br />amount of participation at this time. <br />16. Jeff asked about the location and amount of fill proposed to be placed in the upper <br />portion of the Bull Seep Slough. Jeff did not believe the channel should be completely <br />filled in since it is a historic feature dating back to at least 1965. Bryan explained that fill <br />might be placed to bring the channel back to "pre-breach" conditions. In addition, a <br />certain amount of fill would need to be placed in the abandoned channel to keep South <br />Platte River water from seeping into it. <br />17. Scott added that for the 404 permit, the wetlands that existed during the "pre-breach" <br />condition, prior to the May 5 high water event, would need to be delineated from aerial <br />photography. These wetlands will need to be compared to today's conditions. Fill in the <br />Bull Seep Slough is acceptable for restoring the area. <br />18. Jeff tnentioned that Lafarge would prefer to relocate the Bull Seep along the current <br />Reclamation Plan easement, as close as possible. <br />19. It was unclear as to whose jurisdiction this construction would be completed under. Scott <br />said that all of the Bull Seep work would be done under the Corps jurisdiction fora 404 <br />permit. The current 404 permit is limited only to the Denver Water property. <br />20. It was mentioned that there might be some MSHA requirements during construction, The <br />super-on-site will be personally responsible for all work on the site and much of the work <br />will be done outside of their control. In addition, a site specific MSHA short course may <br />be required for the construction crew. These requirements will need to be addressed in <br />the contract documents. <br />21. Bryan mentioned the UDFCD would like to begin constntction as soon as possible. They <br />hope to have the contract bid by January 1, 2002. <br />22. Carl Mount (State of Colorado -Department of Minerals & Geology) tnentioned that he <br />could gather the original mining permits to help establish the limits of mining for permits <br />and MSHA limits. <br />23. Scott Franklin mentioned that he would need aerial photos to help delineate the wetlands <br />prior to the May event, for the Bull Seep 404 permit. Constntction of the South Platte <br />River grade control structure may be covered under the existing South Platte River <br />Permit with the District. <br />24. Matt mentioned that ICON received some comments on the meeting minutes from the <br />last meeting. The revised minutes from [he meeting would be out shortly. <br />25. It was mentioned [hat maintenance access on McIntosh's property might need to be re- <br />established for construction of this project. <br />26. The next meeting was scheduled for September 17'h at 9:00 am. <br />27. Bryan requested that attendees provide him with comments and concerns on <br />Alternative 3 by Sept 11, 2001.
