Bryan Kohlenberg (UDFCD) provided an introduction to the meeting and mentioned that <br />he had received minor comments for Jessica Barbier (Denver Water), Scott Franklin (US <br />Army Corps of Engineers), and Jeff Schwarz (Massey, Semenoff, Scwarz & Bailey, <br />P.C.). See attached comment letters <br />2. Jessica also added that they looked further into the option of installing multiple spillways <br />between the pits. She mentioned that the option would make it difficult to meet the State <br />Engineers requirements on releasing the water within 72 hours. She felt that it was <br />unlikely that this option would be chosen, but it was not entirely ruled out either. <br />3. Bryan stated that since it was still unclear as to the final location of the Howe-Haller Pit <br />spillway, the UDFCD would not focus on an alternative that constructed channel <br />improvements to convey the 100-year, 4800-cfs flow from First Creek to the South Platte <br />River. Instead ICON's scope will be to design a channel to convey Bull Seep and First <br />Creek nuisance flows per the Reclamation Plan. The spillway location and the method of <br />how to convey the 100-yr flows through Denver Water property will be left up to Denver <br />Water and Lafarge. <br />4. Craig Jacobson (ICON) provided a review of the two alternatives presented in [he last <br />meeting. After that he gave a review of a new alternative (Alternative 3). Alternative 3 <br />consists of (1) the installation of a 3 ft. high sloping boulder grade control structure on <br />the South Platte, (2) a grouted boulder drop structure on the Bull Seep Slough, (3) bank <br />stabilization/restoration on the Bull Seep Slough, (4) relocation of the north-west corner <br />of the Howe Pit and clay liner(It was mentioned that the Howe pit had a clay liner, not a <br />slurry wall), and (4) realignment of the Bull Seep from the proposed confluence of First <br />Creek nuisance flow channel and Bull Seep. <br />5. Matt mentioned [hat the cost estimate for Alternative 3 could not be directly compared to <br />that of the first two alternatives, since the alternative 3 added different components and <br />removed others from the cost estimate. <br />6. Jessica mentioned that the 200-cfs channel shown in the alternative plans only <br />incorporates the flow from the First Creek nuisance flow and not the Bull Seep flow of <br />150 cfs shown in the reclamation plan drainage study. She recommended adding the Bull <br />Seep flows as well. Bryan instructed Icon to examine the Reclamation Plan drainage <br />study and confirm the proposed channel capacity.
