<br /> <br />Page 75 <br />116(7)(q) (e) On any affected .land so Iong as the <br />(II) chemical and physical characteristics of the surface and <br />immediately underlying material of such afr"ected land are toxic, <br />deficient in plant nutrients, or composed of sand, gravel, <br />shale, or stone to such an extent as to seriously inhibit plant <br />growth and such condition cannot feasibly be remedied by <br />chemical treatment, fertilization, replacement of overburden, or <br />like measures. <br />116(7) (9) :there adverse characteristics of the surface, not <br />(III) feasibly remedied by artificial measures, would seriously <br />inhibit plant growth, planting may be delayed or provided on <br />substitute a~_res, depending upon natural corrective processes <br />over a ten-year period. (See Introduction in Rule 6). <br />116(7)(r) 6.6 Buildings and Structures <br />If the affected land is owned by a legal entity other than <br />any local, sl:ate, or federal entity, any buildings or structures <br />which (a) are' constructed or placed on the affected lands in <br />conjunction with the mining operations and (b) have significant <br />historical value may remain on the affected land after <br />reclamation a.t the option of the operator and landowner if they <br />will not conflict with the post-mining land use. <br />6.7 Signs and Markers <br />(1) At the entrance of the mine site the operator shall <br />post a sign, which shall be clearly visible from the access <br />road, with the following: <br />(a) The name of the operator, <br />(b) A statement that a reclamation permit for the <br />ooeration has been issued by the Colorado Mined Land <br />Reclamation Board, and <br />(c) The permit number. <br />(2) The boundaries of the affected area will be marked <br />by monuments or other markers that are clearly visible and <br />adequate to dfalineate such boundaries. This Rule 6.7'(2) shall <br />become effect ve on August 1, 1991. <br />
