Dear Mr. Keffelew: In order that the Cripple Creek & Victor Gold Mining Company ("CC&V") may be assured of adequate clay other than the Ironclad material for 1996 construction, CC&V submitted, as part of its technical revisions dated January 9, 1996, an additional material specification for Soil Liner Fill. This material would come from an area near the primary crusher. CC&V now wishes to add a slightly different material classification based on the characterization of an additional native clay area in approximately the same area. In 1996, CC&V expanded the exploration and testing for Soil Liner Fill to an additional area of the same general type of material as the "Area 2" material described, tested, and reported in our letter of January 9, 1996. In the process, we have identified an area with better characteristics in terms of accessibility for extraction. The grain-size gradation met by this material, upon screening of oversize, differs slightly from the two Soil Liner Fill gradations currently in the Technical Specifications (that for the Ironclad material and that added in the January 9, 1996 technical revision for "Area 2" material). Therefore, CC&V wishes to submit an additional gradation specification for Soil Liner Fill that may then be the principal gradation for 1996 construction, provided adequate material is found in the area. The attached letter from Golder Associates reports the results of the testing (Attachment l). Grain size distributions were developed, permeability tests were performed, and the cation exchange test was conducted. ]n addition, the interface shear test with Drain Cover Fill was conducted using 80 mil textured Linear Low Density Polyethylene ("LLDPE") between the Soil Liner Fill and the Drain Cover Fill, with the textured-side of the LLDPE facing the Soil Liner Fill.
