EXHIBIT D- RECLAMATION PLAN <br />Reclamation at the Quagtnire Pit will commence 5 yeazs after the expansion of <br />mining and continue throughout the life of the mine. Reclamation will consist of re- <br />grading the disturbed surface area to slopes no greater that 2,5:1, H: V, along with timely <br />planting of native grasses and shrub seed mixtures. Topsoil extracted from the site will <br />be replaced at 6-inch depth prior to the planting of the seed mixtures. The seed mixturc <br />will include native grasses and shrubs found on the site or known to grow well in the <br />area. The seed mixture for this site is listed on the following page. This seed mixture <br />will make it possible for the preceding land use; open grazing, to resume at the <br />termination of mining. <br />Prior to seeding, a soil sample will be analyzed for NICP requirements. <br />Appropriate amounts of fertilizer will be applied in accordance with soil sample <br />recommendations. Final grading operations will include bulldozer ripping at least one <br />foot below the surface of the flat azeas to reduce compaction from front-end loader and <br />truck operations. Seeding will commence within 30 days from final grading and ripping <br />operations will be scheduled in late fall or eazly spring to maximise seed germination. <br />After broadcasting seed at a rate of 20# PLS/acre, the seeded azeas will be mulched with <br />noxious free straw at 3000#/acre and crimped into the planting medium with dozer tracks <br />or disk apparatus. No more than 5 acres of mine land will be disturbed at a time without <br />reclamation activities commencing on disturbed areas concurrent with mining. The <br />proposed mining area shows no sign of noxious weed species at this time. Throughout <br />the mining and reclamation sequence, the site will be inspected for noxious weed <br />infestation and appropriate action(s) taken if need be based on Fremont County's Weed <br />Control Boazd recommendations. Slopes greater than 4:1 will be contour tilled via <br />bulldozer to control erosion of site until vegetation has been established. When available, <br />topsoil will stockpiled or live hauled to adjacent disturbed mined land prior to seeding. <br />Where topsoil is not sufficient in quantity to cover disturbed ground 6 inches in depth, <br />subsoils and weathered bedrock will be ripped, stabilized, and planted with the <br />reclamation seed mix. <br />The seed mix is designed for return of the site after mining to rangeland use and <br />open grazing. All disturbed land on site will drain to a sediment control structure for <br />collection of sediment prior to release from the site. This sediment control structure is <br />located at the southern end (lowest elevation) of the site. <br />4 <br />
