Gunnison No. 1 Mine (Permit No. C-80). The sections <br />involved in the revisions are 4.6 Evaluation of <br />Reclamation Success and Exhibit 4.6.1.A. Please remove <br />the appropriate pages 4-29 through 9-31 in section a.6 <br />and all of Exhibit 4.6.1.A and substitute the enclosed <br />pages. <br />These revisions were made in response to comments <br />generated during the mid-term permit review process. <br />Briefly, the similarity index method previously proposed <br />for comparing reclaimed and reference areas (described <br />in Exhibit 4.6.1.A) was dropped from further <br />consideration or use because of the problems described <br />in the Colorado Mined Land Reclamation Division (CI•?LP.D) <br />mid-term review. In its place, West Elk Coal Company <br />proposes to use the species diversity method described <br />by the CMLRD in the October, 1988 guidelines for <br />compliance with vegetation requirements (as suyyes~ed in <br />the review). <br />In addition to the change in evaluation of reclama*_ion <br />success, WECC proposes to change the reclamation seeding <br />mix. The revised pages 4-11 and 4-15 from the permit <br />describe this change. Generally, the species list of <br />grasses and fortis has been expanded allowing taECC *_o <br />choose the species to be planted, depending on price and <br />availability. <br />4L1f 0-`c 7G; <br />
