I am a descendant of one of the founding families of the town <br />of San Luis, the town most directly impacted by the proposed <br />mining operation of Battle Mountain Resources, lnc.. <br />2, I am a partner in Jacquez Partners Limited, a par'.nership <br />with land holdings in the San Luis Valley. <br />B) ISSUES TO BE EVALUATED BY THE BOARD BEFORE APPROVAL, OF THE <br />AMENDED PERMIT APPLICATION: <br />1. Issues regarding the tailings disposal site as related to a) <br />drainage hazards; b) cyanide level, c) leach characteristics <br />d) permeability of the tailings; d) residual cyanide removal <br />treatment; e} the use of only a single liner under the railings <br />disposal area i5 inadequate. At least three liners with their <br />individual monitoring systems should be required; f) the <br />aesthetics of having the tailings disposal site visible i`rom the <br />town which is a national historic register site and the oldest <br />town in Colorado, <br />2. Inadequte protection for wildlife and humans in the free <br />water pool and the collection pond. <br />3. Inadequate reclamation plan which with insufficie'~t bond <br />requirement so as to ensure that reclamation measures are <br />effective for the long term, (e. g, survival of plantings). <br />4. Contamination of surface and subsurface waters. <br />
