This technical revision provides the abatement plan for NOV C-95-023, updating the postmining topography and reclaimed drainage channel designs and calculations. Per your letter dated January 24, 1996, item number 4 requested Seneca include a revised schedule with completion dates for backfilling and grading, topsoilinq and seeding. The following schedule is provided with a current abatement deadline of July 12: • -Submittal of Revision April 15 -Approval of Revision May 15 -Topsoil Removal June 1 -Backfilling and Grading July 1 -Topsoil Replacement July 12 Seeding will occur in the fall when all other revegetation activities are initiated at Seneca II-W. This schedule is tentative and is based on the revision being approved within 30 days. We ask that you phone us with any questions on the enclosed material initially before sending us any correspondence to expedite the review process. This entire schedule is based on the date work can be initiated following approval. An additional extension may be needed to complete field abatement of the violation. Seneca will notify the division as each phase of the field work is accomplished. One item Seneca would like approved for this project during the topsoil removal phase is that the topsoil material be windrowed on the perimeter of the area to be redisturbed. This will help in minimizing how much topsoil is hauled to a stockpile. Secondly, it will save time during topsoil removal and replacement. • Seneca Coal Company P.O.
