Box 310
San LUIS, CO 81152
Re: San Luis Project, TR-018
Permit No. M-88-112, Costilla Couuty
Dear Ms. Scott:
Ulb~
DEPARTMENT OF
NATURAL
RESOURCE
Roy Romer
Governor
lames 5. Lochhead
Executive Dimctor
Michael B. Long
Division Director
As we discussed during our phone conversation August 23, 1994, the concerns I ve regarding
BMRI's request to modify the mining and rechunation plans of permit M-88-112 as follows:
1. Will the backfilled waste rock BMRI proposes to place back into the Wes{ Pit
have an adverse environmental impact on surface water in Rito Seco 'age or
in the Santa Fe or Precambrian Aquifer? As we discussed, BMRI provid
geochemical data on two rock samples which, apparently, were extracted rom
cores that came from the West Pit area. This data is dated August 9, 19
through September 16, 1988.
a. I will feel more comfortable with new geochemical test data because ~e
files are not clear about the location of the cored hole(s) or the interv (s)
where the samples were extracted. Nor are the files clear about how the
geologist, or geochemist, determined which sample represents a worsd
case for the rock type being tested.
2. Can the existing monitoring wells accurately depict groundwater quality dawn
gradient of the West Pit?
a. Are the down gradient monitoring wells deep enough to analyze
groundwater in the Precambrian Aquifer?
b. Since the Precambrian Aquifer appears to be a fractured system, will pt
take more than one well to monitor water quality?
In order not to impede or delay mining operations, I would like to have the geoch~miral tests
completed as soon as possible. Also, I want to be directly involved in the selectio~L of samples that
will be tested.
