DEUERERUX T: 13038328106 P.03 <br />County in effort to continue the progress being made in sorting out <br />the gravel pit operations. <br />Prior to this administration, the County Commissioners Office <br />was racked with a number of legal problems involving previous <br />administration officials. That era appears to be behind us now. <br />However, a major problem has developed in our ability to gather all <br />the information necessary to sort out and complete the obligations <br />of the county to the State as it relates to the gravel pit <br />operations. The State of Colorado seized all the county records as <br />they related to the previous administration_ Those records were <br />promised to be returned prior to April 1, 1995. It was anticipated <br />that the records held by the State would have been released to the <br />county by March 1, 1995, however that did not happen. The county <br />has been informed by the Attorney General's Office that every <br />effort is being made to provide the county with all their records <br />prior to April 1, 1995. <br />Aside from this major obstacle, the County Commissioners have <br />committed themselves to getting on line as soon as possible. The <br />County Commissioners have honored completely this seize and assist <br />order issued by your department. There has been abso u e y no <br />extraction activity from the Sierra Grande site file number M- <br />94103. <br />In an attempt to bring the gravel pits into compliance the <br />County Commissioners have begun a vigorous development of their <br />1041. This of course is the mechanism which the county will use to <br />govern a number of activities throughout the county. They have <br />formed a citizen's advisory counsel to assist in finalizing the <br />1041 regulations which will be very helpful in making sure that the <br />oversights experienced with the gravel pit operations along with <br />many other operations throughout the county will not be overlooked. <br />The County Commissioners are looking into the possibility of <br />consolidating the gravel pit operations under one authority. <br />Historically each District has had its own pit, with administrative <br />duties falling with the County Administrator. <br />In addition to the problems at the Terra Grande site the <br />County Commissioners are aware of and they are in the process of <br />takin corrective tion involving the sloughing of the slopes at <br />~x.~„J os Fuertes gravel pit site. As best as the County Commissioners <br />and I have been able to determine, the Los Fuertes site is one of <br />only two "quasi legal pits in the county". It appears the second <br />site which ma be o erl erm'tted is a site south of the Sierra <br />233 Grande site ext to the landfill Apparently there are problems <br />~,~p• developing there as we in terms of potential water contamination <br />which has'~ieen brought to the attention of Commissioner .Taramillo <br />through Mr. Stevens. Apparently your office is working closely <br />with the Commissioners in effort to resolve the problems which may <br />be developing at that site. <br />The hird site which apparently is east of the town of San <br />~~~ <br />~q~ - l~3 <br />
