Upon careful review of this request, and <br />in consultation with the Coal Program staff, I have decided to deny this request. <br />I have done so based on a review of the situation by the staff, which I have attached. <br />Compliance with Colorado's coal mining and reclamation laws and regulations are a requisite <br />part of the day-to-day operations of Colorado's coal mining industry.
