MCC believes an explanation for the apparent discrepancies between Maps ~6, 57, and the
Envirocon map is warranted. Maps 56 and 57 were drafted early in the life of the mine and
reflected information based on actual and proposed shine of facilities and structures at that time.
As mine facilities and structures were subsequently constructed, these maps illustrated information
which became older and subject to question. To more accurately reflect the actual on-the-ground
state of the operation, MCC, through Envirocon, prepared the Envirocon map illustrating areas
slated for topsoil replacement and the topsoil stockpile. The Envirocon map was prepazed from
1993 aerial photograrrunetry, and ground truthed, representing the most accurate portrayal of the
mine site.
Apparent discrepancies between Maps 56, 57, and the Envirocon map can be explained based on
the history of the maps and with an understanding of the preparation of both sets of maps. Many
of the discrepancies mentioned appear to result from overlaying Maps 56, 57 and the Envirocon
map. Differences in area locations are explained by rectifying the maps based on known
stationary structures in the specific area of the apparent discrepancy. Since all maps (as are aerial
photographs} are most accurate (least distorted) in their center, areas toward the edges of the
