The coal spill was not
large (estimated less than 5 cubic yards of material). It did, however,
reach the top of the containment berm around the conveyor bent on
the North side adjacent to the river bank for a distance of
approximately 5 to 7 feet. Avery small amount of coal rolled down
the outside of the berm. The operator had placed loose straw on the
river bank and a straw bale barrier at the bottom of the river bank and
directly adjacent to the river previous to the coal spill to protect the
river from any coal or coal fines being carried to the river from
surface runoff in the immedi^te area. There was no evidence of any
surface runoff leaving the area around the conveyor bent. The coal
spilled was moist, but not wet enough to cause any kind of runoff.
The coal spill was very minor in nature and was scheduled to be
cleaned up. The operator had taken precautions to protect against
windblown coal fines end materiel dropping from the belt take-up es
well as .surface runoff from the north face of the berm and river bank
from entering the river by placing a straw barrier along the river and
loose straw on the bank.
WECC feels very strongly that no environmental damage was done and
that no violation of protection of the hydrologic balance did occur.
NOV C-086-043 (Doter tracks on i11B-1 and FW-1Pond bank)
The area from the MB-1 emergency spillway to the equipment building
had been used to drive dozers coming from the WECC shop area and
above.
WECC surface operators estimated that around six to eight trips have
been made by this route. This route was used to prevent having to
load dozers onto the lowboy and truck them to the equipment building.
