• PHASE III BOND RELEASE (SL-4) <br />This application for Phase III bond release of applicable Trapper Mine lands is submitted in <br />accordance with the Colorado Division of Minerals and Geology (CDMG) Guideline Reoardino <br />Selected Coal Mine Bond Release Issues of April 18, 1995. With this submittal, Trapper is proposing <br />to release 408.5 acres of cropland and 1,449.2 acres of rangeland from Phase III bond liability as <br />outlined on Map 1.0. This includes Range Sites A, B and C rangelands that were regraded, retopsoiled <br />and reseeded in accordance with Trapper's approved permit document (C-81-010) from 1982 through <br />1992 in Ashmore, Colt, Derringer and Enfield pits. Croplands proposed for Phase III bond release <br />were reclaimed from 1982 through 1992 in Ashmore and Colt pits. <br />1.0 Bond Release Parcels Management and Reclamation Histories <br />Appendix 1 includes gone-page summary of the management and reclamation history of each <br />reclaimed parcel proposed for Phase III bond release with this application. These history sheets <br />provide documentation that the ten-year minimum period of responsibility has been met for all <br />reclamation parcels included in this bond release application. Also included in Appendix 1 is a listing of <br />seed mixtures that were used to reseed each listed reclaimed parcel. These seed mixture summaries <br />• were taken from applicable annual reclamation reports and are placed in Appendix 1 so that they can <br />be cross-referenced to individual reclaimed parcel history sheets. <br />Information included with each reclaimed parcel history sheet is parcel designation, acreage, regrade <br />history, topsoil replacement history, seedbed preparation history, fertilization history and seeding <br />history. Where applicable, husbandry and management practices that have occurred subsequent to <br />initial revegetation are described. <br />2.0 Documentation of Successful Vegetation Establishment <br />Attachments 1 and 2 to this application are stand-alone reports detailing vegetation-sampling methods <br />and results for all of the reclaimed rangeland and cropland parcels sampled during 2001 and 2002, <br />respectively, for this Phase III bond release proposal. Included in attachments 1 and 2 is the following <br />information: 1) maps showing transect locations within reclaimed parcel and block boundaries, 2) <br />sampling method descriptions for obtaining plant cover, plant production, shrub density and species <br />diversity, 3) results of sampling for all vegetation parameters of interest, 4) statistical analysis of <br />• collected vegetation data, 5) a list of plant species encountered during annual vegetation sampling and <br />6) copies of raw data sheets for all individual vegetation transects and clip plots sampled. <br />
