This letter is in response to a letter sent by Mr. Paul Carl to the Lorencito Coal <br />Company dated February 1, 2002, concerning the addition ofpermit language revisions to permit <br />number O1LA0642 prior to final approval. <br />The Division has requested that the Air Foliation Emission Notice be revised to include fugitive <br />CO and NOx emission estimates generated.finm blasting activities. Annual fugitive CO <br />emissions are estimated to be 202.28 tons/yeaz' and annual fugitive NOx emissions aze estimated <br />to be 51.32. tons/year. These calculations. are based on 1020 blasts per year and 5.92 tons of <br />explosives per blast (per S,orencito's Blasting Log, February 1-19, 2002). Emission factors from <br />Table 13.3-1 (AP-42) were used to calculate emissions. For ANFQ, 67 pounds of GO is <br />generated per ton of explosive and 17 pounds of NOx is generated per ton of explosive. <br />Therefore, <br />• . 6716lton x 5.92 tons blast x 1020 blast/year = 202.28 tonslyear,CO. <br />• 171b/ton. x 5.92 tons blast x. 1020 blasts/year = 51:33 tons/yeaz NOx <br />Additionally, the Division has proposed three conditions be incorporated into the fugitive dust <br />control plan, which aze reproduced here with our proposed modifications and followed by our <br />comments. <br />1. Blasting activities shall occur during dayligkst hours to verify compliance with the permit <br />conditions for <20% opacity sad off propetty transport of fugitive dust emissions. <br />a) Daylight hours shall be specii3ed as between sunrise and sunset. <br />b) Blasting shall be scheduled to occur at sunset or before to ensure <br />sufficient ambient light is available to conduct visible emission observations. <br />c) 'Verifiable sunrise and sunset times, from www.sunrisesunsei.com or other repgtable .. <br />• resources, will determine compliance based on I,orencito's specific latitude, and <br />longitude. <br />5231 Sourli Quebec Sneer • Greenwood Villag0.
