According to well records obtained from the State Engineers Office, there are a total of 16
recorded wells in section 27, of which 6 are producing wells ranging from 5 gpm to 10 gpm
(gallons per minute). Depth to water level for the producing wells ranges from 455 feet to 780
feet. In section 23 there are 12 wells listed ranging in depth from 520 feet to 620 feet. Of the
12 listed wells only six are producing, ranging anywhere from 5 gpm to 6 gpm. In Section 24
there are nine recorded wells ranging in depth from 408 feet to 470 feet (well water depth) of
which three are producing wells ranging from 4 gpmto 10 gpm. There are no recorded wells
in section 22.
The depth of mining is going to be from 60 feet to 100 feet depending on the depth of
overburden and the aggregate to be mined in the proposed amended area. The probability of
any spill from the operation reaching any producing wells without a direct conduit to these
wells, such as a pipe or other man made structures directly connected to the wells, is very
unlikely. The Division believes the probable impact from fuel spills to existing adjacent wells
to be negligible. There is no asphalt batch plant proposed in the amendment application; if
there was the SPCS plan would apply.
2) The commercial wells needed for the operation can have
adverse effect on our wells, even the water supply to the
town of Calhan; millions of gallons of water can affect the
Hydraulics.
As stated in the application, the operator is planning to either utilize the existing well that they
have been using to wash the sand or apply for a new well permit from the Colorado State
Engineers Office. There is no mention of the amount of gallons to be pumped for the
operation as stated by the objector or objectors. A well permit, be it commercial or otherwise,
is issued by the State Engineers Office under the Substitute Water Supply Plan and it
requires the operator to show that they indeed have the water rights to deplete water from the
ground. The operation plans to affect a total of 50 acres at any given time. The existing
operation was allowed under the same plan of operation to affect 39 acres. The net increase
in affected acreage is 11. If the State engineer issues new well permits, the operator can
only pump what is allowed under that permit. The Division did not receive comments from the
City Of Calhan regarding impacts to their well from the proposed operation. The recharge
area for the aquifer will remain the same; there is nothing that will be introduced by the
operator to affect the recharge area other than removing overburden and aggregate material.
The Division considers potential impacts to ground water from the operation such as well
draw downs to be negligible.
3) Demise of wildlife in habitat.
Under Rule 6.4.8 (2) the application is reviewed and commented on by the State of Colorado
Division of Wildlife (DOW). The Division received no adverse comment or comments from
DOW. When the site was expanded from 9.9-acres of operation to the current 112 operations
of 41.37 acres, no adverse comment was received from DOW. There are no endangered or
threatened species in the area. As required by the Rule the operator has listed all the
required information under the Rule and is in compliance.
