Our initial review indicates that all preliminary items required by Rule 2.08.5(4) have not <br />been submitted. Thus, your application is incomplete for the purposes of Filing as of February l 1, <br />1997. <br />EFCI's submittal letter dated January 20, 1997, indicated revised permit text pages for the revision <br />would be submitted by February 10, 1997. The pages were not received, so the application has been <br />deemed incomplete.
