• Illustrate evidence of water quality changes resulting from mining activities. <br />Following receipt of comments, a final report will be prepared and distributed. Supporting data, <br />documentation, and field forms will be attached as appendices to the final report. The baseline or <br />background levels of each contaminant will be determined as the higher of the Site wide or specific <br />monitoring well average level plus one standard deviation for each constituent <br />4.4 Point of Compliance and Exceedance Response <br />The point of compliance for water quality parameters will be the point at which the water is being pumped <br />from the site to the proposed recharge sites. In the event that the quality of the groundwater at the point(s) <br />of compliance exceed maximum baseline levels by one Site or specific well standard deviation for the <br />parameter of interest and cause an exceedance of drinking water standards, then one or all of the following <br />mitigative measures would betaken: <br />Step 1: Evaluate if the exceedance represents an immediate danger to the surrounding drinking <br />water well(s); <br />If it does represent an immediate danger then go to Step 2 otherwise go to Step 5. <br />Step 2: Shutdown the recharge sites until further data evaluation and analysis is completed; <br />Step 3: Provide bottled drinking water to domestic well owners potentially affected; <br />Step 4: Notify the regulatory agencies; <br />Step 5: Retest the groundwater to verify the original test results; <br />If the retest confirms the contaminant level then, <br />Step 6: Identify and isolate the souroe(s) of the contamination; <br />Step 7: If the contaminant is a result of the mining activities then, address the source and <br />determine additional mitigation required including: <br />a) Installation of domestic cistern(s); <br />b) Active collection of the contaminant including pumping wells or other means. <br />Not all exceedances will require all of these mitigation measures, as the nature of the water quality <br />parameter exceedance will necessarily dictate the employed mitigation response. Notification of <br />exceedances shall be consistent with requirements of Rule 3.1.13. Further, in the event that mitigation <br />measures are required, the operator will be required to submit an immediate response and short-term <br />mitigation plan within 3 working days following the completion of the immediate response measures. <br />4.5 Health and Safety <br />All work described herein will be conducted consistent with applicable Occupational Safety and Health <br />Administration (OSHA) requirements. As deemed necessary, personnel involved in the work will be current <br />with respect to the required OSHA training and refresher courses, in accordance with the requirements of <br />Title 29 Code of Federal Regulations, Part 1920.120. Field work will be performed in Level D personal <br />protection. <br />5.0 CONCLUSIONS <br />The proposed groundwater quality monitoring program will provide a good basis for evaluating impacts from <br />the proposed mining, if they should occur. This plan is proposed for the first two years of mining and will <br />require renewal and approval by the DMG this time.
