We feel that your assessment does not <br />follow the spirit of cooperation we feel exists between the <br />DMG and property owners. Our request does not degrade the <br />over all reclamation of this site and in fact enhances the <br />site to fit the owners needs. It increases the areas to be <br />revegetated by ten percent, makes provisions to protect the <br />revegetated areas from grazing animals and fills the owners <br />obligations to the public. <br />As you are aware the transition of Phases 1, X & Y from <br />private to public lands has taken several years. The Federal <br />Agencies involved had many items to consider prior to the <br />final plan as reflected in our TR. These plans changed the <br />end use to incorporate endangered fish habitat, grazing <br />permits and possible public access via surrounding BLM land. <br />Our TR was developed after many hours of discussion with <br />these parties and reflects a cooperative agreement so as to <br />best serve their needs. <br />The DMGs concerns over a small area that is not to be re- <br />vegetated we feel is greatly offset by the revegetating of <br />the cattle feeding area. Also, there is acceptable growth in <br />this area around the lakes perimeter. The fencing plan will <br />allow animals to access water and still protects the major <br />portion of the planted areas. Area roads are in place as per <br />the original permit. <br />
