There ie active <br />extraction and processing of gravel, but there ie no permit for this site. <br />The operator named in this report holds a permit for another site in Gunnison County. This <br />inspector spoke to the operator about the unpermitted operation of this Bite, before and <br />during the inspection. <br />The operator stated that the site has been mined for several decades, by other parties. In <br />1990 the Bite was surveyed, and a 9.9-acre area was staked and mapped, presumably in <br />anticipation of applying for a permit. Prior to the inspection, this inspector contacted the <br />surveyor, who faxed a copy of the map for use during the inspection. The operator stated <br />that he thought that the application had been submitted, and that the landowner (Mr. Rudy <br />Rudibaugh) held the permit. He said that the county special use permits had been inquired <br />about in 1989 or 1990, and that the landowner was involved at that point. The Bite ie <br />located directly across the county road from the landowner's ranch headquarters. <br />The operator was present during the inspection. He stated that the site was indeed operated <br />by him, and that he had been operating there several years. There were approximately five <br />acres of disturbance. Features included stockpiled topsoil, pitrun and gravel, plus about <br />ten pieces of mining and processing equipment. The active portion of the 9.9 acres ie <br />largely flat and orderly, containing the above-mentioned piles and equipment. <br />The operator stated that one of the products of this pit was specified for use in a Colorado <br />Division of Parks and Outdoor Recreation project at Ridgway CO. The operator said he wanted <br />to operate here legally, and wanted application materials for both 110 and 111 permits. The <br />same application packets will be sent to the surveyor also, since he will possibly complete <br />the forme for submittal. No application packets are included with this report. <br />This site is being operated with the landowner's permission, but without a permit. Because <br />both the operator and the landowner are apparently aware of the necessity of obtaining a <br />permit, initially both parties will be cited for a possible violation.
