C. The applicant has submitted a plan for reclamation of excessive rills and <br /> gullies. The plan is included in Section 2.05.4(2)(e) of the permit application. <br /> This plan is proposed to be approved by the Division (4.14.6(1)). <br /> IV. Sealing of Drilled Holes and Underground Openings <br /> A. The Division will require that each hole, well or other underground opening <br /> be capped, sealed, backfilled, or otherwise properly managed (4.07.3). <br /> V. Use of Explosives <br /> A. The applicant has proposed to conduct blasting less than 1,000 feet from a <br /> school, church, hospital, or nursing facility, or less than 500 feet from disposal <br /> wells, petroleum or gas storage facilities, municipal water-storage facilities, <br /> fluid-transmission pipelines,gas or oil collection lines, or water or sewage lines. <br /> The Division proposes to approve these lesser distances based upon <br /> pre-blasting surveys,seismic investigations,and other appropriate investigations <br /> (4.08.4(7)). <br /> B. The Division is proposing to approve the use of seismograph recorders to aide <br /> in the design of blasts to determine maximum weight of explosives per delay. <br /> The design is based upon cumlative seismograph records of each blast. The <br /> designs ensure that blasts will not result in a failure and comply with the <br /> limitations of 4.08.4(10) at a 95 percent level of confidence. (4.08.6(2)). <br /> VI. Backfilling and Grading <br /> A. The Division proposes to approve the applicant's plan for disposal of <br /> acid-forming or toxic materials in a manner designed to prevent contamination <br /> of ground or surface waters (4.14.3(l)(a)). <br /> B. Since this is a truck and shovel operation, backfilling and grading of the <br /> overburden occurs simultaneous with overburden removal. The generation of <br /> excess overburden is not anticipated. <br /> VII. Revegetation <br /> A. The Division proposes to approve the use of introduced species in the <br /> reclamation seed mix.
