1 <br />Technical Revision No. 82 <br />Apri110, 1998 <br />Page 2 <br />5. There will not be an additional discharge point to the North Fork from the <br />TLO. MCC will continue to utilize its CDPS discharge point 008. <br />6. The design of the emergency spillway for the Stormwater pond has been <br />revised to eliminate the open channel spillway on the west side of the pond. A <br />12-inch PVC pipe will now serve as the emergency spillway. Drawings I and <br />3 have been revised to show this design change. In addition, the discussion of <br />the Stormwater Retention Pond in the design report has been revised. A model <br />to verify the design of the 12-inch pipe is also included to be incorporated into <br />Appendix C of the design report. <br />Sediment control down-gradient ofthe new retention pond was not addressed <br />in the application because it is within the railroad right-of--way, and as such, is <br />not controlled by MCC. <br />8. The design of the Stormwater retention pond was based on the new, proposed <br />configuration of the TLO. Please see the discussions in the Stormwater <br />Retention Pond section and Appendix B of the design report prepared by SMI. <br />Sizing calculations are included in Appendix C. <br />The area of the "filled-in" sediment pond has been included in the acreage of <br />disturbance. The sizing calculations take into consideration that a majority of <br />the area will be concrete (i.e., acreage and run-off coefficients). <br />The "concrete diversion gutter" is basically a concrete Swale and is intended to <br />serve as a "back up" to ensure that drainage in the parking area will drain to the <br />retention pond. The gutter has a minimum depth of 4-inches, as shown on <br />Drawing 1. <br />10. MCC will update the Spill Prevention Control and Countermeasure (SPCC) <br />Plan and the Stormwater Management Plan to include the improvements made <br />at the TLO. <br />11. The SPCC Plan was last updated in 1995 to include the diethylene glycol tanks. <br />When the plan is further updated, as discussed above, it will be provided to <br />CDMG to incorporate into the permit. The tanks are discussed in Volume 1 of <br />the permit on page 2.05-41, "Loadout Facility". <br />12. Please forward the reclamation cost estimate when it is completed. <br />
