Construction
Page 59
s Rule 3
grading to eliminate slippage zones that may develop between th 'deposited
topsoil and heavy textured spoil surfaces.
tre(a)(~ (6) If, in the discretion of the Board or Office, suc existent
topsoil is of insufficient quantity or of poor quality fors staining
vegetation, and if other materials can be shown to be more s itable for
vegetation requirements, then the Operator shall remove, seg gate, and
preserve in a like manner such other materials which are b table to
support vegetation.
('n When growing media is replaced, it shall be done as even
a manner as possible. Fertilizer or other soil amendments shall be added,
if required in the Reclamation Plan or as the soil tests indicate.
(8) Vegetative piles shall be removed from the area ~r utilized
in accordance with the Reclamation Plan.
116(a)(t) 3.1.10 Revegetation
(1) In those areas where revegetation is part of the Lunation
Plan, land shall be revegetated in such a way as to establish diverse,
effective, and long-lasting vegetative cover that is capabl of self-
regeneration without continued dependence on irrigation, soil endments
or fertilizer, and is at least equal in extent of cover to the natural egetation
of the surrounding area.
(2) If the Operator's choice of reclamation is forest planting,
they may, with the approval of the department, select the type f trees to
be planted. If the Operator is unable to acquire sufficient plan ' stock of
desired tree species from the state or elsewhere at a reasonable st, they
may defer planting until planting stock is available to plant su h land as
originally planned, or they may select an alternate method of r Lunation.
tt6(a)(a) (3) If the Operator's choice of recLtmaton is for rang ,the land
shall be restored to slopes commensurate with the proposed use and
shall not be too steep to be traversed by livestock. The area may seeded
either by hand, or power, or by the aerial method.
(4) The revegetation plan shall provide for the greatest
probability of success in plant establishment and vegetation devel pment by
considering environmental factors such as seasonal patterns of p ipitation,
temperature and wind; soil texture and fertility; slope stab lity; and
direction of slope faces: Similar attention shall be given to iological
factors such as proper inoculation of legume seed, appropriate g and
transplanting practices, care of forest planting stock, and res 'ction of
grazing during initial establishment.
