rf ~ ~ ~~~ ~~~~~~~~~~~~~ ~~~
TOPSOIL REMOVAL FOR DRAGLINE RELOCATION
Colowyo is requesting a minor revision to remove topsoil in an
approximately 150-200 feet wide corridor in the 1997-2001 topsoil
removal area to provide for walking a dragline from the main pit to
the Section 15/16 pit. (See the attached Map 28 - Topsoil Handling
for details of the particular area). The relocation of the
dragline along this route is necessary to avoid a much longer walk
around the pit with the associated safety hazards of overhead
powerlines, trail cable, truck/shovel traffic hazards and pit
delays, etc.
Colowyo intends to stockpile the topsoil in linear stockpiles
below the removal area. The stockpile will be located to control
erosion and will be seeded to control wind and water erosion
similar to all other topsoil stockpiles at Colowyo.
The topsoil stockpile will be removed later in increments
concurrent with typical adjacent annual pit advance topsoil
stripping and utilized for reclamation.
The dragline "deadhead" road will receive sufficient grading
and preparation necessary to walk the dragline from pit to pit.
The remaining road is not otherwise intended as a haul road and
will be regraded and eventually mined through in the normal course
of future pit advance.
Attachment 1 provides a calculation of the bond for the
additional disturbance outside of the current five-year permit term
bond scenario.
The total amount of additional bond is calculated to be $5,609
which when added to the current bond liability of $13,412,702 for
the East Pit, Section 16 Pit and Facilities areas results in a
total liability of $13,418,311. This addition results in a
remaining contingency of $581,689 to the $14 million bond.
The revision also includes a revised page 2.05-27 and 28 to be
inserted into Volume 1 and a revised table of contents for Exhibit
20 - Permit Revision During Third Five-Year Permit Term. The
revision will be inserted into the permit as item 1 of Exhibit 20.
