Please note that all of Dr. Pendlelon's <br />original questions generated during the review of the technical revision were adequately addressed by Mountain <br />Coal Company (MCC) with the exception of his questions regarding the slope stability analysis. The enclosed <br />information should adequately address his final concerns on that subject. <br />HLA recommends that MCC conduct long term monitoring of the french drain outlet, piezometer GB-1 and <br />monitoring well GP-1A. GB-1 and GP-lA are currently in MCC's water monitoring program as specified in the <br />permit. Results are reported in MCC's Annual Hydrology Report submitted in May of each year. With the recent <br />installation of the french drain, MCC will begin monitoring the Flow at the outlet. Flow whll be recorded al the <br />same time as data from the piezometer and well is gathered. <br />HLA also recommends that if water levels are increasing, then a permanent set of slope stability markers should be <br />established to monitor potential movement of the slope. Please note that the increasing water level will be outside <br />of the normal increase expected during the spring. <br />This information should be added to Appendix K of Exhibit 51. <br />Please call if you have any questions. <br />~ ii <br />ChFI'sline E.
